Judd Willmann launched LDC, formerly LandDev Consulting, in 2014 with an initial vision to provide civil engineering consulting services focused on entitlements, civil design, permitting, and construction phase services for private sector Land Development projects in Central Texas. Over the past 6-years, LDC has expanded and diversified with the addition of three other partners to be a full-service, multi-disciplined consulting and technical services organization.
Projects on Judd’s resume include educational facilities, medical and health care facilities, single- and multi-family residential projects, master-planned communities, condominium regimes, industrial and commercial properties, and civic complexes. Projects range in size from one acre to several thousand acres.
Before launching LDC, Judd worked at PageSoutherlandPage, where he was Vice President and Civil Engineering Director for Page’s Austin operations. In 2006, Judd left Page to lead Carter & Burgess’ Austin Land Development team. When Jacobs Engineering Group acquired Carter & Burgess in 2008, Judd served as Operations Manager for Jacobs’ Central Texas infrastructure business.
Judd has over 25-years of civil engineering and land development experience in the greater Austin area. Throughout his career, Judd has been an active member of professional organizations including the National Society of Professional Engineers, Real Estate Council of Austin, Texas Society of Professional Engineers, American Society of Civil Engineers, Greater Austin Contractors and Engineers, Urban Land Institute, Home Builders Association, American Council of Engineering Companies, and the Austin Chamber of Commerce.
Judd has lived in Austin for over 45 years. He attended Anderson High School and received his Bachelor of Science in Civil Engineering from Duke University in 1995. Judd, his wife Carol, and their three children live in southwest Austin.
